In previous years, when driving through to Granada, I have seen signs warning about not throwing cigarette ends out of car windows, obviously due to the dry environment and possibility of starting a fire.
Is the a legal requirement? If it is, is it all the time or just depending on how dry it is?
The reason I wonder is we were following an English reg car from Baza towards Castillejar, just before it turned off near Los Carriones both the passenger and the driver threw their cigarette ends out of their respective windows. I know it rained quite a bit recently but it does not take many days of sun to dry it out again. Why are some smokers so inconsiderate.

If caught throwing a cigarette out of a car you can lose 4 points and be fined 200€. If doing so starts a fire it's up to 6 years in prison.
