A friend has just sorted this out through their local townhall. They now have permission to install a meter and get connected.

Speaking from my own experience - I needed a licence of first occupation cos there´d not been electric supply there before, which we got from the town hall once they´d signed off the reform works.
Then went to the Endesa office in Baza - sometimes a long wait - with that and the forms from the electrician, and every other document we could lay our hands on just in case.
If you´ve got a temporary supply for works or something, don´t forget to request a ´baja´ to stop that account (I didn´t do that and am still trying to sort it out!)
The Endesa tecnico visited within a few days and fitted the meter.
I think the office opens at 8.15 or so.

You will need an up to date certificate of Installation ( Boletin). If you missed a payment make sure the payments are up to date. Then go along to the Endesa office in Baza (opposite lidles and up a bit) Take ID and your last electric bill. They will charge you for a new contract which is taken direct from your bank account
