Caves with unmade roads
If I bought a property with unmade roads and / or no street lighting am I likely to be presented with a bill for tens of thousands of Euros in the future if the local municipality decides to "improve" the area? I read an E-book suggesting I might be charged say 40,000 Euros in such a situation which in a decades time I might simply not have? I noticed on the SIP website that mortgages were available on caves with surfaced roads only (from the advertised lender).

I would suggest that municipalities aren't going to make improvements off their own bat. They will only do it when they get a grant from the Region / Government / EU.
And when they do get a grant, it only seems to be to build the road, there's never any money put aside to maintain it. That is why so many roads (even asphalted ones) are in such parlous states.
Unless you own the road as part of the deeds of the proeprty, I doubt a council would have any powers to make you pay to upgrade it.

I know someone that didn't have street lighting outside their cave, in a built up part of the town. It was put in several years later, but they were never charged. Hope this helps.

Our home had an unmade road and eventually council were persuaded to tarmac it with shared costs.
