Change of vehicle ownership

Does anyone know where to go to change vehicle ownership. I understand it's the Traffico, but where is the nearest on to Galera , is it Huescar or Baza? hope it's not Granada. Plus, has anyone done it themselves? and could give me some pointers as to forms etc. Alternatively how much they paid an abogado or whatever to do it for you?.

164,00 is a lot of money, only paid 300.00 for the scooter!. I have got a fair way doing it on-line, now I'm stuck at the last hurdle. Has anyone done it on line who could help me?.
