The Paramount theme park planned for Murcia is back in the news again, and this time the Project definitely seems to be on.

Businessmen throughout the region are crossing their fingers that this time the idea comes to light, as it would give the region a huge economic boost, offering thousands of jobs, building work, and bringing a boost to the tourism industry in the province.

It appears that Paramount have given the thumbs up to the project, but will not invest in it themselves. This leaves the doors open for private investors who see this brand new venture as a way of multiplying their input and giving them a name for themselves.

Paramount Licensing will participate in the plans for the theme park, providing the conceptual designs for the installations and attractions, as well as giving the park a license to use their trademark and characters from their films.

The government of Murcia will not invest in the park either. The main money will come from Santa Mónica Financial Services, which belongs to the Santa Monica Sport group, presided by Jesus Samper. The councillor for Culture for Murcia, Pedro Alberto Cruz, has said that private investors will also be invited to participate in the project.

The location for the park has not yet been decided, but various locations are being studied, and Cruz said that this decision would be made in the next few weeks. He added that this will be much more than a theme park, and will complement the huge steps forward that the region of Murcia is about to make, with a brand new international airport opening next year, the high speed AVE train getting closer and closer, and the building of the new digital city Contempolis near Cartagena.

Mario Pedro Reverte, a Murcian councillor described the building of new Paramount Park as the most important event for Murcia in the 21st Century. “The arrival of any investors, whoever they may be, will be given a warm welcome by the Murcian government,” he stated last week.

The announcement has been described as an injection of optimism for the region and its future. It is believed that Paramount will visit Murcia in the near future to plan the building work and design the masterplan for the project.

Darren Kyman, the executive director of Paramount Licensing said last Friday that an agreement has been made to establish a huge entertainment centre for Paramount in the region of Murcia. “We believe that Murcia represents a great opportunity to take a Paramount Film Studios Park to Europe, and we are looking forward to working with the regional government and Santa Monica Financial Services S.A. to develop this exciting project,” he communicated at the latest press conference.

The project could provide over 20,000 jobs, attract three million tourists more a year to the region and fill all the hotels in and around Murcia.

Jesus Samper, the owner of Real Murcia, and Santa Mónica Financial, explained last Tuesday that due to a confidentiality contract he cannot give away any details of the new theme park yet. However, huge speculation over the location is already being generated, and all eyes seem to be on land next to the Polaris World urbanisation near Alhama, which happens to be fairly close to the new airport. It is also next to the Green area of Parque Natural el Carrasco and El Valle, and near the Cartagena-Murcia motorway.

An area of 6 million square metres is needed for the construction. It is also believed that around the theme park hotels and casinos will be built. Foreign owners of casinos (Russian and Korean) have already offered to invest in the project if they will be granted permission to open their own casinos there.

Jesus Samper has already agreed to invest 1.8 million dollars in the project for the license, and it is believed a further 4 to 6 million euros will be needed to complete the park

Paramount Murcia chooses Condado de Alhama for the location of its newest Theme Park in Spain. The Paramount Murcia Theme Park will become the largest theme park in Europe. The Region of Murcia, as does all of Spain, suffers from high unemployment and this project will employ around 20,000. Companies like construction, material suppliers, landscaping and furniture builders all will benefit from the Project. Great News for this area of Spain.
The site at Condado de Alhama was chosen as Paramount Murcia needed a 1 mile radius to develop hotels,casinos and studios. Alhama de Murcia along with all the towns and villages will also benefit from having this project within its area. As the building of Paramount Murcia begins, the local business’s will prosper from workers needing to relocate, vehicles needing repairs to food on the table. A project this size will bring many benefits to a wide range of people and much needed here in Spain.

I guess, if you could aford to buy a plot of land in Cordano de Alhama, it would be a solid investment. I wonder how fast property prices will soar there!

Good news in terms of employment opportunities & general financial investment but, for myself, I'd rather have needles stuck into my eyes than go there. Fortunately, there's room for everyone and all tastes. However, there was a demonstration in Baza a few years ago, against the rainwater & snowmelt from the Sierra de Baza being piped direct to Murcia to water the golf courses, while there was insufficient local water for basic crop irrigation. If we have another winter like last winter that won't be a problem, but I wouldn't want to see the "golf-course problem" multiplied. Don't want to seem a grump, but it's necessary to see the big picture - not that I claim to know the extent or perspective of the big picture.

The Spanish daily newspaper, La Verdad, are today claiming that Alhama has been chosen "by the region" as the location for the Paramount Theme Park in Murcia.


They say that the meeting held on Wednesday evening about which we reported yesterday, was decisive, "as far as this newspaper has been able to ascertain" and they say that there are just minor details to confirm.
They say that the Fuente Alamo option is being left on pending in case problems arise with Alhama, and say that a pre-agreement has been reached with the banks.


The banks have apparently agreed on an option to buy 3.5 million square metres of land on the site of Condado de Alham II, taken by the banks in lieu of payment of debts from the Polaris World development company.( See previous stories for all the details.)


Apparently the deal will be for the land purchase to go through within the space of one year.
"La reunión del miércoles ha sido decisiva para que la sociedad promotora del parque temático Paramount se haya decantado finalmente por los terrenos de Alhama de Murcia para ubicar la futura ciudad del ocio y del cine, según ha podido saber este diario. Los representantes del Gobierno regional avanzaron lo suficiente en ese encuentro de trabajo con los 'bancos de Polaris'. A día de hoy quedan flecos que se esperan cerrar en breve. La opción de Fuente Álamo sólo se pondría de nuevo sobre la mesa si surgen problemas que, de momento, ninguna de las partes prevé. Ayer se hablaba de un preacuerdo aún sin formalizar.


Los negociadores han ultimado una opción de compra a precio tasado de 3,5 millones de metros cuadrados próximos a la urbanización Condado de Alhama, que fueron propiedad de la constructora Polaris World y que han pasado a manos de los bancos y cajas acreedores aglutinados en torno a la empresa Inversiones Resort Mediterráneo (IRM). Se trata de Caja Mediterráneo, Bancaja, Banco de Valencia y Banco Popular."


Now what we have to be careful about is that this is all heresay, and yesterday both Salvador Marin who heads up the government department handling the negotiations, and Jesus Samper himself both said that secrecy is still of the utmost importance, that nothing is final and they are still considering a number of options.
Both were adamant yesterday that there were still many details to finalise before an announcement would be made.
The rest of the La Verdad article just recycles information which has already been reported many times, so is of little consequence, and it does seem a little indiscreet to be putting out this headline when nothing is final, and its' certainly strange to see this headline on the morning on which Samper is in front of the courts giving evidence in the Murcia corruption case, in which his developments in Murcia are implicated. Mind you, as we've said before, putting out a headline with positive news detracts from the implications of the corruption case, and La Verdad are plump and well fed due to the considerable support they receive from government funded "businesses" the councils and the Cajas, who pay for most of the arts activities in the region, so it's not surprising.

They are the only daily to have this "inside information" and nobody else is reporting anything.
Yesterday Salvador Marin was defensive of Samper, saying that he was just one of a number of people working on the Paramount project and that the outcome of the court hearings today would have little influence on the future of the Paramount project.
It's difficult to see how this is the case, however, when Santa Monica are the major capital shareholder and the Licensees for the Paramount brand marketing.

It's also important to take into consideration that the license period has been granted for one year to enable the project to be pulled together and will only be finalised once the blessing of paramount licensing has been given to the final proposals, hence the period of a one year option to purchase the land which is what La Verdad are claiming has been agreed, albeit "with a few minor details still to resolve."
Samper was keen to stress that nobody from Paramount had been in touch with him reference his implication in the Murcia corruption case, which again, does seem strange as Paramount is keen to maintain a squeaky clean image, but then again, this corruption investigation has been ongoing for more than a year, so it seems unlikely that Paramount would have granted him a licensing agreement without having carried out extensive background checks beforehand.

Anyway, nothing will be official until somebody makes a formal announcement, but again, what is peculiar is the headline announcing that the "region" has selected Alhama, when the region is only supposed to be stumping up a token amount of investment and the project is supposedly being driven by Samper and Santa Monica Investments.
We'll just have to wait for a formal announcement

Paramount Confirms Alhama Murcia For "New Generation" European Theme Park in Spain
Executives from Paramount Pictures Licensing were in Murcia, Spain yesterday to confirm the region as the location for their "New Generation" European theme park with plans to rival Disneyland Paris.

PRLog (Press Release) – Nov 12, 2010 – Paramount confirmed earlier this year that Murcia in Spain was the favoured location for their first theme park venture in Europe. Yesterday, executives from Paramount Pictures Licensing were in Murcia to confirm the region as the location for their "New Generation" theme park which will be based in the area of Alhama.

Paramount's Vice President, Michael Bartok, businessman Jesus Samper, president of the Santa Monica firm, which owns an 80 percent stake in the development company and the directors of Business and Tourism Murcia, Salvador Marin and Pedro Alberto Cruz, respectively, made the announcement at a joint press conference in the city of Murcia.

Jesus Samper wants to create a project that will compete with Disneyland in Paris and become a European destination in itself. Pedro Alberto Cruz insisted that the theme park was not an amusement ride but an arts and leisure complex that will tap into current technology to become a first class location for leisure and entertainment in Spain and in Europe.

The exact location of the theme park within Alhama is yet to be finalised although the land adjacent to the Condado de Alhama resort built by Polaris World has been widely reported as the favoured destination for the Paramount Theme Park. This land was originally set aside for the development of Condado de Alhama resort with a further two Jack Nicklaus Signature golf courses and shopping complex.

The land now owned by IRM a consortium of banks that includes Banco Popular, Bank Caja and CAM bank stretches across six square kilometres and is just 15 minutes from the new international airport at Corvera in Murcia which is expected to open within the next 12 months.

Villa Cashback MD Paul Williams described the project as "fantastic news" for property owners in the region. "Wherever the theme park is finally located in Alhama it is likely to be within easy drive of the six resorts built by Polaris World and will provide a huge boost for the second home property market in Murcia".

Recent falls in property prices have seen many properties on the Polaris World resorts reduced by 30% below their peak values. Generous 90% mortgage offers from the banks at low interest rates are starting to move the market with sales volumes having increased substantially from the low point of early 2009.

The banks who currently own around 15% of properties built by Polaris World are showing some reluctance to part with the properties too quickly. "They clearly see the potential for future gains" said Williams. The stock represents around six months sales from the peak year of 2007 so as the Paramount Theme Park develops and sales continue to increase, helped by the Paramount announcement, the banks will go some way to getting their investment back perhaps faster than originally envisaged.

Meanwhile Polaris World continues as a developer and resort manager in the region and is currently leading the way with offers on property as it completes the resort at Terrazas de La Torre with frontline golf penthouse apartments on offer for just 96,000 Euros over 30% reduction from their 2007 launch price.

A team from Paramount is working on the theme park project and full details are expected to be announced within six months according to Bartok.

This week a multidisciplinary team from the American Multinational Paramount Pictures have been in the Region of Murcia working with representatives from Proyectos Emblemáticos to develop the master plan of the projected Paramount Murcia theme and leisure park.

The name of "Paramount Resort" has been mentioned for the first time in the press.

The team visited the proposed location at Alhama de Murcia yesterday, which sits on the corner of the the Autovia between Alhama and the Campo of Cartagena, the 602, a total site comprising some 170 hectares.

At the moment it´s a mixture of cultivated almond and citrus trees, some dead almonds and cleared land, indistinguishable from the fields which surround it.

According to the reports which have come out this week there are a number of options being considered about how the park will be structured.

One thing, however, is certain; that this park will be unlike any other park which currently exists, the focus being on new generation technology, innovation and creating an interactive experience for visitors, a worldwide first.

Scale of the construction elements

The land on option covers 170m hectares.

The park complex itself is anticipated to cover 109 of these, leaving space to amplify the park, car parking or accommodation as required

The main park will cover 36.5-37 hectares, with allocations of between 4.8 and 8.8 for each of four hotel complexes. This will be supported by to parking zones of 45 hectares .

A waterpark of 8.8 hectares could be included in the project



It´s thought at this stage that the park will be roughly the same size as Euro Disney, and the initial plans proposed were for a central park structure with four hotel complexes, each designed to suit varying budgetary requirements surrounding it, very much along the lines of a traditional leisure park structure.

Paramount Resort Murcia, the plans take shape However, other ideas are being considered this week which include amplifying the size of the park structure and locating just one large hotel inside the park structure, and positioning the others slightly further back. Whether this will happen or not depends on the partners involved in the project once the master design is completed; investors from the leisure industry will undoubtedly see revenue in the hotel and resort management business, a separate stream of revenue from the activities within the park complex.

Hotel accommodation is an essential component of making the business viable, and although there are hotel and rental apartment options surrounding the park within the "Paramount triangle" of Alhama, Murcia and Cartagena, the aim will be to keep resident hotel visitors within the park, enjoying the nocturnal attractions and eating within the complex.

At this stage though, Proyectos Emblemáticos are more concerned about getting the structure of the park areas designed and ensuring that the design is dynamic and attractive to investors, rather than rushing at the project and delivering an ill conceived investment plan. Although they´re fully aware of the degree of public interest in this project, getting it right is the key consideration to creating a quality, sustainable project which will attract the investment to make it reality.



Another point which is under consideration is the structure and location of the car parking facilities.

At the moment 45 hectares have been allocated to make 2 parking zones, with a possible third located outside of the main park area, as it is difficult to anticipate the volumes of traffic which will be generated by the park and what form it will take.

The original visitor figures mooted for the park were a target audience of 4.5 million visitors a year, although again, this week figures of 6 million a year have been mentioned as being achievable, several times more than the visitor figures currently enjoyed by the region.

Paramount Resort Murcia, the plans take shape. Capacity to cope with 60,000 vehicles in one day is being factored in, with the option to add in a third area should it be considered necessary, and depending on what the volume of domestic users is. It´s anticipated that domestic marketing will be aiming to maximise the potential of both the local spanish market, as well as attracting domestic traffic from within Spain, most of which will be using car transport.

Inevitably there will be a significant volume of "day user traffic" as well as catering for the residential traffic using hotels within the complex.


The main park area is being projected as covering approximately 37 hectares ( 370,000 square metres) and indications are that it will comprise four distinct leisure zones, one of which may be what´s called an interactive fantasy forest.

The principal feature of the park will be the cinematographic products of Paramount Pictures, at the moment it ´s being said that this could be based around the films Lara Croft, Titanic, The Italian Job and Congo, the visitors actually becoming part of the film experience through the use of the latest audiovisual technology.

Of course, none of this will be confirmed until the plans are formally unveiled.

There´s also discussion about whether a waterpark will be included within the complex, adding an additional 8.8 hectares of attractions into the leisure offering. The region already has one waterpark, based at the Terra Natura site on the outskirts of Murcia, but this is only open for the summer months when the demand from tourist visitors is highest, and is always very busy and well used during open time.



Pedro Cruz today said in an interview that the master design will be unveiled at the end of the month, on the 25th March, when Michael Bartok from Paramount Licensing is due to visit the Region.



As of today there is still no definitive information about the structure or design of the park, only speculation as to what it will comprise.

What is for sure, is that this project is definitely taking steps towards becoming a tangible project which could bring the investment into tourism and the impetus required to kickstart the regional economy out of recession.

The side effects of which will be to give a welcome boost to confidence and the creation of employment amongst not only the resident expat community, but also the spanish businesses in the region.

I personally don't think so - I loved both films and the exhibition down in London, I am fascinated by that era and a lot of lessons were learnt. Yes it is sad but not macabre. We still remember and that can be important in many tragedies .

The 6 major listed construction companies (ACS, Acciona, FCC, Ferrovial, Sacyr and OHL) to have expressed an interest in the construction of the Paramount Theme Park at Alhama de Murcia, are awaiting a decision on who will be awarded the contract in September.

A total of 11 companies have shown interest in the project, according to Jesus Samper - President and CEO of the promoter of the project - Premursa.
The 5 smaller / non-listed companies to have expressed an interest are Eiffage Infraestructuras, Vías y Obras, FC, Auditel and CHM.
The project is expected to be divided into a number of smaller parts, such as Infrasturcture, Roads and Access, Architecture and the Lifestyle Centre.
According to Samper, all companies have "shown interest in participating in writing" and that Premursa now have sufficient documentation to be in a position to award contracts to the successful applicants in September.
