The Spanish Habitat Committee was set up in 1994, with the main objective of preparing Spain's contribution to the Habitat II Conference (Istanbul 1996). With this work and the conference itself were concluded, in 1997 the then-Ministry of Development (now the Ministry of Housing) felt it would be appropriate to create this committee to coordinate the application of the Habitat Programme in Spain.


Since it was first set up, the Habitat Committee has been open to representatives from different departments of national, regional and local government, the private sector, financial entities, NGOs and professional associations, among other. Until March 2004, the former Department of Housing, Architecture and Urban Development of the Ministry of Development acted as permanent secretary, a role that has since been taken over by the Department of Land and Urban Policy of the Ministry of Housing.


Among the commitments acquired in Istanbul in 1996 for the Habitat Programme approved there, of particular importance is the Spanish Habitat Committee’s commitment to lead discussion of the sustainable city and foster the exchange of experiences that encourage its development.
To this end, the Committee’s duties include:

Monitoring and participating in the Steering Committee for the UN Best Local Practices and Leadership (BLP) Programme.
Nominating best Spanish practices to participate in the International Competition for Best Practices to Improve Living Conditions, organised by the United Nations.
Coordinate Spain’s representation at the Ibero-American and Caribbean forum on Best Practices.

Make-up of the Committee:Secretary Department of Land and Urban Policy (Ministry of Housing).Participants

Participants include the relevant public authorities, national and regional ministries and local-government departments, as well as the Spanish Federation of Municipalities and Provinces.


Public and private universities are also represented.
The Committee also counts on the support of various professional and social organisations and NGOs involved in Habitat-related topics. Best Practices Work Group

In order to optimise operational effectiveness in the development of the Spanish Habitat Committee’s duty, it was agreed to set up a Best Practices Work Group, which is also open to all those participating in the Committee itself, as well as the Group of Experts participating in each edition.
The work Group is coordinated by the Sub-department of Urban Development, Department of Land and Urban Policy (Ministry of Housing), with the objective of fostering policies for intervention on cities, developing the commitments of the Habitat Programme to achieve “Sustainable Human Settlements” and “Decent Housing for All”, through the following activities:

Lead and coordinate at a national level the call for entries and pre-selection of initiatives to be submitted at the International Competition for Best Practices to Improve Living Conditions, organised by the United Nations.

Disseminate these experience by means of four tools:

1. For each edition, the publication of two catalogues of the initiatives, one in digital format containing detailed information, the Spanish Best Practices Catalogue, and an abridged printed version, UN Best Practices Competition, to accompany the travelling exhibition.2. Travelling exhibition of the cases selected by the Spanish Habitat Committee, following qualification by the UN jury. (Award, Best or Good).3. Organising seminars for the exchange of experiences.

Through an agreement between the Ministry of Housing and the Madrid School of Architecture’s Juan de Herrera Institute, maintaining an Electronic library of sustainable cities, including an extensive database of best practices selected in the various editions of the competition

Without a Habitat certificate we were not allowed to live in the villa we bought in Denia it was obtained by the architect that designed the place and managed the build of the property

We have a Habitation Licence issued by the Ayuntiemento. Perhaps it's the same thing with a different name.
