Re: new residencia
I had to change my old Tarjeta Residente to the new paper version last November in order to get my Spanish Driving Licence. It was in the office just down from the main Police Station in Baza - through a large archway.
I took all my paperwork, but think you need new copies of Empadron etc from the Town Hall???
There is a photo shop opposite if you need photos/photocopies. You have to pop around the corner to a Bank to pay for the document - not sure how much it will be this year. I think I paid around 10 Euros.
Sorry to be a bit vague, maybe someone else knows the exact paperwork that is needed and current cost...

Re: new residencia
Yeah we did ours a couple of months ago - very easy as the guy in the office, although doesn't speak much English, knows what you want and is very helpful. Not sure you know but the office is at the back of the Police station up the alley. It isn't usually that busy so shouldn't take long .
See this website for more info plus you can print off the necessary form off of there -

The guy will give you a payment slip to pay at the bank - approx 7 euros ( can't remember ) when you return with the receipt , he will call you to the front again and pass over the official A4 residencia notice - Job done - simples :-)
